Turkish Justice Minister Hikmet Sami Turk said that he cannot give assurances to Germany that Metin Kaplan, would not be executed if Germany decides to extradite him to Turkey

Turkish Justice Minister Hikmet Sami Turk said that he cannot give assurances to Germany that Metin Kaplan, would not be executed if Germany decides to extradite him to Turkey. Kaplan is the head of the Union of Islamic Community and Societies, an Islamist group recently banned in Germany.
"Only the parliament can take such a decision," he said."Four secret arrest warrants have been issued in Turkey about Metin Kaplan. Two of them were released in accordance with Article 7 of the Anti-Terrorism Law and the other two were released in accordance with Article 146 of the Turkish Penal Code (TCK). Also, there are some other lawsuits filed against him. Article 146 of the TCK envisages capital punishment to those attempting to change constitutional order by force,"
