The assembly expressed "serious concern at continuing reports of systemic, widespread and grave violations of human rights", including torture, public executions, imposition of the death penalty for political reasons and the extensive use of forced labor". The vote was the first on North Korean human rights abuses by the General Assembly, although similar resolutions have been passed at the UN Commission on Human Rights since 2003.
