Brett Hartman, 38, white, was executed for the Sept. 9, 1997 death of Winda Snipes, 46. On Aug. 15, 2011 (see) Hartman had his execution stayed for 15 months (until November 13, 2012). The stay was issued by Governor John Kasich after a federal judge (U.S. District Court Judge Gregory Frost) called Ohio’s execution procedure haphazard (see JULY 8, 2011). The Federal Judge learned that Ohio was not following the execution protocol that was submitted to the Federal court. The violation was not having adequate staff present to conduct an execution. Hartman becomes the 3rd condemned inmate to be put to death this year in Ohio and the 49th overall since the state resumed capital punishment in 1999. Hartman becomes the 38th condemned inmate to be put to death this year in the USA and the 1315th overall since the nation resumed executions on January 17, 1977.
