Vladimir Kalamanov, presidential human rights envoy in Chechnya, expressed mixed feelings about the ban on the death penalty in Russia.
"The ban on the death penalty is a road to the civilized world for Russia," Kalamanov said in an interview. "On the other hand, as a person who understands the grief of people who have lost their loved ones who were killed by maniacs, I think the criminal should be appropriately punished," Kalamanov said.
"In making a decision to ban the death penalty, the state first of all must provide conditions in which society will feel safe," he said.
Now that the number of grave crimes is growing in Russia, the complete repeal of the death penalty, which is "the Damocles sword that can stop a potential murderer," may cause displeasure in society, Kalamanov said.
