The Duma committee for legislation recommended to the lower chamber of the Russian parliament the ratification of Protocol No.6 to the convention of the Council of Europe on the abolition of death penalty in conditions of peace, Pavel Krasheninnikov, head of the committee, told journalists.
According to his information, the Duma will discuss the issue in March. "Anyway, we shall try to submit Protocol No.6 and corresponding amendments to the Penal Code before that date," he said.
Krasheninnikov spoke about the need for "forming public opinion" on the problem of the abolition of the death penalty. He explained that, in fact, the Duma would only adopt a formal resolution, because a moratorium on the execution of death sentences is in effect in Russia. At the same time, Krasheninnikov admitted that there are political forces that oppose the abolition of death penalty in the Russian legislation, and that "much remains to be done" to ensure the ratification of Protocol No.6.
