Wan Mohd Azman Hassan, 30, and Ibrahim Nawang, 29, were sentenced to death by the High Court after they were found guilty of trafficking 1.884kg of cannabis in Kemaman in 1999.
The judge, Nik Hashim, said the prosecution had proven beyond reasonable doubt that the two had a common intention of trafficking in cannabis.
"There is no loophole in the handling of the case.
The two accused had common intention to deliver and sell (the drug) following a deal," he said.
Wan Mohd Azman and Ibrahim had been charged with having common intention of trafficking in the cannabis at a petrol station in Chukai on April 21, 1999.
