When asked in a newspaper interview if he thought that Ukraine had abolished the death penalty too early, Prosecutor-General Svyatoslav Piskun stated: "I think the death penalty is a more efficient instrument to prevent serious crimes. But the insufficient quality of investigation, complexity, difficulty and versatile appeals to criminal cases, bureaucratic delays in some cases, overload and unwillingness of some employees in law-enforcement agencies to understand the problems of others and their pain could lead to mistakes in the investigation. Thus, at the current stage the ban on the death penalty could be justified.
