Willie Hicks, 38, was freed from South Carolina's death row. Mr. Hicks agreed to a negotiated plea that saw him sentenced to 30 years for the Dec. 29, 1993 murder of 73-year-old Andrew C. Hagan. The plea came the same day an order by Judge Jackson V. Gregory was filed granting Mr. Hicks a new trial on grounds of ineffective counsel.
