Gov. Blagojevich, who supports capital punishment, signs death-penalty reform -- Police must now tape all statements of murder suspects. Police departments have 2 years to begin recording interrogations and confessions in murder cases under a death-penalty reform measure that Gov. Rod Blagojevich signed Thursday. Illinois becomes the 1st state to obligate police by statute to tape-record or videotape the statements of murder suspects, officials said. The law is designed to dispel doubts that written or oral confessions are tortured or coerced out of detainees.
