Yukiharu Fuchigami, 34, was sentenced to death by the Miyazaki District Court for the 1999 murder of two acquaintances.
"Improving the defendant's anti-social attitude or rehabilitating him is impossible," Juidge Heinai Komatsu said in handing down the verdict.
It was alleged that Fuchigami, a former company employee, killed a 47-year-old man in March 1999 in Miyazaki Prefecture, southwestern Japan.
The man had been an accomplice in a car accident insurance scam and Fuchigami feared he may have talked about the crime.
In September that year, Fuchigami also murdered a different 47-year-old man, a tax accountant aware of the fraud.
