A ban on use of a 3-judge panel in deciding whether the state should execute convicted murderers was signed into law Monday by Nevada Gov. Kenny Guinn. AB13 requires judges in case of a hung jury to decide whether to impanel a new jury or impose a no-parole life prison sentence. In Nevada, judicial panels had been able to hand down death sentences when a jury couldn't decide on a penalty - but that was deemed unconstitutional by a U.S. Supreme Court ruling. Guinn also signed AB16, which lets convicted murderers petition courts for new genetic testing of evidence and file for a new trial if the DNA tests aid their case.
