A bill to abolish the death penalty in the state and commute the sentences of those on death row to life in prison without parole (HB 1598) was introduced by Rep. Smith. The same day, Rep. Brown introduced legislation (HB 1848) that would establish a moratorium on execution until April 1, 2003. The bill, also creates a committee to review all trials that involved murders committed since the death penalty was reinstated for a report with recommendations due by Nov. 1, 2002.
