A USA 1999 country report on human rights practices ranked Uganda among the top six African countries where human rights were grossly abused. The report, released on February 25, 2000, by the Bureau of Democracy, Human Rights, and Labour of the US State Department, said that the worst violations of human rights in Africa last year occurred in countries torn apart by civil war. According to the report Ugandan government forces committed or failed to prevent extra judicial killings of suspected rebels and civilians. The report cites many cases when "members of police and security forces committed extra judicial killings." On January 15, 1999, UPDF soldiers in Kabarole District allegedly executed five youths; in May police shot and killed an unarmed youth after mistaking him for a robber; in July police beat a prisoner to death in Soroti; and that on September 9, UPDF soldiers were engaged in open fire clashes between clans among the Karamojong leading to the death of several people.
