Amnesty International described the conditions in Kenya's prisons as "harsh" and criticised the authorities for refusing to allow human rights organisations access to prisoners. The human rights lobby group, in its annual report said "torture and ill-treatment" were widespread.
"Despite pledges by senior prison officials to make prisons more accessible, local and international organisations continued to be refused access to prisoners," says Amnesty. The report states that the majority of deaths in custody were caused by infectious diseases resulting from severe overcrowding, unhealthy conditions, inadequate medical care and shortages of food, clean water, clothing and blankets.
The report, covering the period up to December 2001, says that although death sentences continued to be imposed, no one was executed during that period.
