As representatives of the European Union, Joao da Rocha Paris, Ambassador of Portugal, Francois V. Bujon, Ambassador of France, and Gunter Burghardt, Head of the Delegation of the European Commission asked all US governors of states for following the example of governor George Ryan, of Illinois, who has imposed a moratorium on executions on January 31. "The European Union shares the concerns and supports the conclusions of some of your fellow governors that any system is fraught with the possibility of error which could lead to the death of innocent citizens", they wrote in a letter addressed to Michael Leavitt, Governor of Utah and Chairman of the National Governors' Association.
