Although international law prohibits the execution of people who were under 18 at the time of the crime, on February 4, 1999, Oklahoma executed Sean Sellers, 29, for murders he committed when he was 16 years old. There are approximately 70 juvenile offenders on death row in the U.S. Thirteen juvenile offenders have been executed since the death penalty was reinstated in 1976. Since 1990, 20 juvenile offenders are known to have been executed worldwide. Ten were executed in the USA, and another ten were put to death in Iran, Nigeria, Pakistan, Saudi Arabia and Yemen (Yemen has since abolished the death penalty for child offenders). In the last six years, there have been only eight known judicial executions of child offenders in three countries, one in Nigeria and Yemen, two in Iran and four in the USA. Four of the last six executions of juvenile offenders were carried out in the USA - three in 1998 and one in 1999.
