Britain's Privy Council overturned a death sentence imposed on a citizen of the Dominican Republic, who was convicted of murder because the trial judge did not consider the issue of provocation. Confessor Valdez Franco, 30, is now scheduled to be sentenced to a jail term sometime in November for killing Ismael "Noel" Zorella. Valdez Franco was scheduled to be executed by hanging in January 2000 but swift moves by his lawyers got a 21-day stay of execution pending the hearing of the appeal by the Privy Council.
