British Prime Minister Tony Blair called for the United Nations to establish a presence in Kabul as soon as possible to fill the power vacuum left after the Taliban fled on the night of November 12.
Northern Alliance troops entered the capital after the regime's retreat, despite pressure from Britain and the US for them not to take the city.
It was feared there would be a repeat of the bloodshed and destruction that marked the last Northern Alliance victory in 1992, although alliance fighters in the capital appeared to be acting with restraint.
A spokesman for the White House said: "We have bluntly told Northern Alliance leaders that they should not loot and commit summary executions."
Both Britain and the US emphasised the need to establish a "broad-based" government in Afghanistan as swiftly as possible, which would include Pashtuns, the country's largest ethnic grouping, as well the Tajiks and Uzbeks who predominate in the Northern Alliance.
