Charles Jean Panel, a Haitian police officer who deserted from the force, told a local broadcaster that torture and summary executions were not uncommon at police stations, and that civilians often took part in such activities. Former policeman Panel, whose whereabouts were unknown, made the allegations in a telephone call to Radio Metropole.
