China's rights record has made little progress in the past year and has worsened in areas such as the treatment of ethnic minorities, Amnesty International said. China also maintained its status as the world's largest executioner. Incomplete statistics collected by Amnesty showed 1,639 death sentences and 726 executions throughout 2003.
