Governor signs death penalty law--12-member juries will make life-or-death calls instead of judges.
The state became the 1st of 9 that have death-penalty laws under a legal cloud to fix the problem when Gov. Bill Owens signed new legislation.
A bill rushed to Owens after a 4-day special legislative session requires a unanimous jury verdict to sentence someone to death. The new law replaces the system of letting 3-judge panels decide if a convicted killer should be executed.
Colorado currently has three men on death row who were ordered to die by 3-judge panels.
