Dragoljub Micunovic, the speaker of the federal parliament's chamber of citizens, announced that Yugoslavia could become a member of the Council of Europe by the end of the year. Micunovic was speaking after his talks with the head of the Council's parliamentary assembly, Lord Russell Johnston. Micunovic was in Strasbourg at the head of a Yugoslav delegation. Micunovic told Johnston of steps made by Yugoslavia towards membership, including the ratifying of certain conventions. Yugoslavia announced it had signed a convention abolishing the death penalty on June 25.
