Germany has issued international arrest warrants for three alleged accomplices of the September 11 hijackers

Germany has issued international arrest warrants for three alleged accomplices of the September 11 hijackers. Interior Minister Otto Schily said, if captured, they will be turned over to the United States only if it offers a firm assurance that the suspects will not face the death penalty. Schily's view of the world has no place for the death penalty - a position shared by most European leaders and enshrined in law on the continent.
"We are willing to extradite them, but on the basis that we are given a guarantee of no death penalty," he said. "This is legal precondition. We can't change it."
