Human rights violations might be committed more often in China than other nations, but the situation was constantly improving, Premier Zhu Rongji said in an interview.
"China today is a country that respects human rights," Mr Zhu told the German magazine Stern ahead of a visit to the country by German Chancellor Gerhard Schroeder.
Zhu defended China's use of the death penalty and its crackdown on Falun Gong.
Beijing routinely rejects human rights criticism but has discussed the issue with the European Union, United States and other governments since the mid-1990s.
