In Philadelphia, the 3rd U.S. Circuit Court of Appeals has reinstated, with a 2-1 ruling, the death sentence for Ronald Rompilla. Rompilla, 55, was convicted in 1988 by a Lehigh County Court of robbing and murdering James Scanlon, 61. Then, in 2000, a federal judge set aside the death sentence, saying Rompilla's public defenders didn't adequately investigate and present to a jury evidence of Rompilla's mental retardation and traumatic upbringing.
