Kazakh President Nursultan Nazarbayev stressed the need of a moratorium on capital punishment in Kazakhstan in his message to the nation, which he read in parliament,.
He pointed out that "the moratorium problem should be thoroughly examined in order to eventually abolish the death penalty altogether". Moreover, the president announced that "a concept of trial by jury will be elaborated in Kazakhstan" by the end of 2002.
The government has already drawn up a bill "on the humanization of the court system", envisaging the inclusion in the Code of Criminal Procedures of norms to mitigate punishments," Nazarbayev noted.
