Kazakh President Nursultan Nazarbayev called for a moratorium on the death penalty and its abolition in the future.
He told a conference of law enforcement chiefs in Astana that in the years of independence Kazakhstan has accumulated sufficient legislative, psychological and social potential for the normal operation of law enforcement agencies.
Nazarbayev gave law enforcement bodies new strategic tasks and named ways of carrying them out.
For instance, he spoke for humanizing the crime policy in Kazakhstan.
He said a bill has been drafted to ease several articles of the criminal proceedings code and described it as a priority bill.
