The report — Shielding Impunity — accused the police of committing serious human rights violation including torture, extra-judicial execution and arbitrary arrests. The Flying Squad Police Unit topped the list of the most notorious execution squad. The report said most victims were executed in crossfire with the police, while others were executed soon after arrest.
"The police justified the shootings and insisted that most victims were suspected armed robbers and carjackers who had defied orders to surrender," said the report.
In Kenya, the report said, extra-judicial executions by police were often carried out with rapid response units of the police force that could not be held accountable.
What was more disturbing was that in most cases forensic experts never came to the scene of the shooting to collect evidence that would be of use during investigation, the report said.
