Mexican President Vicente Fox said he opposed the application of the death penalty for kidnappers and claimed his government was decisively combating crime. A civic march against kidnapping and other violent crime was scheduled for June 27. "There are those today who with just cause call for the death penalty, which we are opposed to," Fox said, adding that "the problem is one of effectiveness" in arresting criminals.
