Mexican President Vicente Fox sent the Senate a bill aimed at abolishing the death penalty under military jurisdiction and replacing it with prison terms ranging from 30 to 60 years. The Code of Military Justice allows the death penalty for certain serious crimes, but it hasn't been implemented since 1961, thanks to an informal tradition under which presidents commute capital sentences. "The military justice system should be consistent with the various international agreements on human rights that the country has signed," the bill read. The legislation, which began moving through the upper house, sought to replace the death penalty in the Code of Military Justice with jail time of up to 60 years and no fewer than 30 years, depending on the seriousness of the crime, as established by a military court. Article 13 of the Mexican Constitution provides for military courts to handle cases involving breaches of military discipline.
