The Foundation for Human Rights Initiative (UHRI) accused Ugandan security forces of carrying out extra-judicial killings especially on detained persons and during the forceful disarmament of the Karimojong. UHRI, in its 2003 bi-annual human rights report, said the forces violated the UN basic principles on the use of firearms. They cited 11 cases of alleged extra judicial killings in Karamoja in the 2002 disarmament process. The report also criticised the Government for maintaining the death penalty saying, "The effect of the death sentence was to brutalise rather than humanise. If we insist on killing murderers, we are acting the same."
