MONTENEGRO: DEATH PENALTY REPLACED BY 40 YEAR JAIL TERM

a new Penal Code was adopted in Montenegro that replaced the death penalty with 40 years in jail. An explanation accompanying the law states that almost all European countries have abolished the death penalty.
It adds that the Montenegrin Constitution stipulates that human life is sacrosanct and that the death penalty can be meted out only for the most serious criminal acts.
"The changes to the Penal Code regarding provisions on sanctity of human life are in line with the Montenegrin Constitution, which stipulates that this penalty is an exception to the principle of the sanctity of human life," the explanation says.
