A Kazakh citizen was sentenced to the death penalty for double homicide and attempted murder by an Aktyubinsk regional court in western Kazakhstan. On February 6, 2002, a native of the Urus-Martan district center in Chechnya, and currently a Kazakh citizen, shot and killed two businessmen from Chimkent in the South Kazakh region and a 16-year-old local resident with a machine-gun.
The accident took place near the village of Sarsai in the Khromtau district. One of the entrepreneurs was injured but survived, and is now the prosecution's main witness.
According to unofficial information provided by Ninel Fokina, chairman of the Helsinki committee for human rights in Almaty, some 40 prisoners sentenced to death are currently awaiting their execution in Kazakhstan. Moreover, the execution procedure is not defined by law, but by an internal instruction of the Interior Ministry, she said.
In his address to the Kazakh people in April, the country's president Nursultan Nazarbayev called to give serious consideration to the possibility of imposing a moratorium on the death penalty pending its full abolishment.
