Numan Hazar, the Turkish ambassador to the Council of Europe signed protocol number 13 of the European Convention on Human Rights, which obliges countries to abolish the death penalty in all circumstances, including times of conflict.
Turkey had already signed a protocol concerning the abolition of capital punishment in peace time following a vote in the Turkish parliament in August 2002 to ban it.
A moratorium on the death penalty had already been in place in Turkey since 1984.
Protocol 13 bans capital punishment "in all circumstances," even "in respect of acts committed in time of war or of imminent threat of war".
