On April 7, Chairman of the Ukrainian Supreme Council (Parliament), Oleksandr Tkachenko, spoke in favor of the unconditional execution of the death sentence for serial murderer Onopriyenko. Tkachenko said that "standard acts of the Council of Europe" banning capital punishment "do not apply to this barbaric case. Obviously, the letter of the law should be followed to the end, because the grief of the families that suffered demands this." Answering a question from a journalist on how this position corresponds to the Ukrainian moratorium on the implementation of death sentences, which President Kuchma declared, the speaker said that "presidential decisions do not apply to everything. There is a law and I believe that the head of state will apply it correctly."
