OSCE Chairman-in-Office Jaap de Hoop Scheffer, said he favoured an extension of the moratorium on the death penalty in Kyrgyzstan due to expire in December 2003. Jaap de Hoop Scheffer told a briefing in Bishkek that during his negotiations with Kyrgyz President Askar Akayev, he had pointed out the need to extend the moratorium on the death penalty and the necessity of signing the UN additional protocol to the Convention against Torture.
