Papua New Guineans must be afforded the right to "have a say" on important national issues through referendum votes from time to time, Kokopo MP Sir Rabbie Namaliu said during grievance debate in Parliament.
"We should be making constitutional provision to enable nation-wide referendums to be held from time to time on vital issues - capital punishment might be one such issue," he said.
Public Service Minister Mathias Karani, speaking during the grievance debate in Parliament, said if the death penalty was a deterrent then let it be introduced for murderers and rapists.
