The Human Rights Centre of Azerbaijan centre said that after the country's admission to the Council of Europe, the number of political prisoners in the country reached 743. The Azerbaijani law-enforcement agencies and courts continued violating presumption of innocence regarding detainees and wanted suspects or subjected them to torture, the centre said.
The courts held closed trials and extradited foreigners to countries where they might face the death penalty. "All of these have led to an increase in the number of political prisoners as defined by the Treksel expert group," it said.
