Philippine President Gloria Macapagal Arroyo threw her weight behind the execution of kidnappers because some gang leaders continued to operate from their jails using cellular phones.
"When I was a senator, I voted against the death penalty because I believed that the penal system is for rehabilitation, not vengeance," Arroyo told a radio and television interviewer.
"The problem in kidnapping is, a lot of the masterminds of kidnapping syndicates are in jail. And while they are in jail, they continue committing crimes. They remain the masterminds. They continue giving orders using cellular phones," Arroyo said.
She said applying the death penalty to "masterminds" of kidnap gangs was better than summary justice, or killing the suspects through extra-legal means.
