Pierre Brana, the member of French Parliament and EU Commission, who leaded the French delegation during a visit in Turkey said that lifting of capital punishment was a "sine qua non" condition for Turkey's EU membership.
Pointing out that the process regarding lifting of capital punishment should progress rapidly, Brana said thus full membership negotiations with the EU could start by the end of 2002 technically, and at the beginning of 2003 actively.
