Portuguese Justice Minister Antonio Costa warned that unless the constitution was changed, Portugal could become a "safe haven for terrorists"

Portuguese Justice Minister Antonio Costa warned that unless the constitution was changed, Portugal could become a "safe haven for terrorists".
Costa was speaking after the European Union adopted measures to fight terrorism, such as the creation of a European arrest warrant so that terrorist suspects wanted in one country will no longer be able to find refuge in another, shielded by complex extradition procedures.
The Portuguese constitution does not allow people to be handed over to countries where the maximum prison sentence is greater than Portugal's, or countries with capital punishment.
"We must all be perfectly aware of the options so we can decide freely. The government's choice is known. It believes that as part of this extraordinary revision of the constitution, we should distinguish between handing over people within the EU freedom, security and justice space and extradition," Costa said.
