President Valdas Adamkus approved the abolition of the death penalty in all circumstances

President Valdas Adamkus approved the abolition of the death penalty in all circumstances. The country's leader signed a decree, which will be presented to Parliament for ratification, in respect to implementation of the Convention for the Protection of Human Rights and Fundamental Freedoms. By legalizing this document, Lithuania would undertake to abolish the death penalty in all cases without any exception, including in time of war.
