Queensland, a state where there is a big debate on the death penalty, had 18 hangings between 1901-13 and none since. The Labour Party held office in 1915-29 and commuted all death sentences until 1922 when they abolished the death penalty. Over the next two decades the murder rate in the state dropped well below the rate for 1901-13.
