Santa Clara County asked Gov. Gray Davis to temporarily halt executions, becoming the second California county to join a movement questioning the state's implementation of the death penalty. San Francisco, a city and county, has endorsed a similar motion, as have the cities of Berkeley, Santa Cruz, Oakland and Menlo Park.
