Senator Renato L. Cayetano asked Congress to establish whether capital punishment was a factor in the drop in murder rates. Cayetano stated that in 2000 there were 5,735 murders, an increase of only 32, or 0.6%, in relation to the 5.703 murders registered in 1999.
