The acting UN high commissioner for human rights Bertrand Ramcharan welcomed Turkey's agreement to extend a ban on capital punishment to include times of war.
"The acting High Commissioner considers the signature of the protocol an important step in Turkey's efforts to strengthen a human rights culture," he said in a statement, adding that the protocol should be ratified quickly.
Protocol 13 bans capital punishment "in all circumstances," even "in respect of acts committed in time of war or of imminent threat of war".
