The bill which abolishes death penalty within the framework of limits envisaged in the Constitution and turning it into life imprisonment, was submitted to Parliament Speaker's Office.
The bill foresees the abolishment of capital punishment except terrorist crimes and except crimes which are committed during war or war threat. The bill envisages replacement of capital punishment listed for crimes mentioned in Turkish Penal Code (TCK) and Law on Prohibition and Pursuing of Smuggling with heavy life imprisonment.
The provisions of the TCK which envisage commuting of capital punishment into heavy life imprisonment will be totally preserved in the bill. Under the new law, solitary confinement given for those whose capital punishment is commuted into life imprisonment will be increased by two-fold.
Meanwhile Justice Minister Hikmet Sami Turk said that the bill approved by the Council of Ministers and partially abolishing the capital punishment is not enough for the EU.
