The Cabinet agreed to proposed stricter penalties such as the death penalty for rapists who cause death and child rapists. Regarding the Cabinet's decision Social activist Tan Sri Lee Lam Thye said: "Generally there is a need to introduce more severe penalties for those who rape and commit incest ? For rapists who cause death, the proposal for death penalty is justified." Women's Aid Organisation communications officer Jaclyn Kee said they were thankful the Government had heeded the objections of NGOs and civil society to the mandatory death penalty proposed for all who committed incest.
