The Cabinet's Legislative Council recommended ministers to approve the draft proposal to close Protocol No. 13 to the convention on the protection of human rights and basic freedoms, pertaining to the cancellation of the death penalty under any circumstances.
According to Deputy Prime Minister for Legislation Lubomir Fogas, the Council informed the cabinet that after the protocol is ratified, the ban on the death penalty will be a fixed part of the Slovak legal system. After ratification there will be no possibility to reintroduce capital punishment, not even in an amendment to the constitution: the protocol is irrevocable.
