The Catholic Bishops Conference of the Philippines criticized Sen. Robert Barber who insists on the government to seriously apply the Death Penalty Law.
"The motivation is still vengeance and not the restoration of order in society, for it does not address the root (cause) of criminal acts, which is primarily the oppressive social structure and practices," he added. He reiterated CBCP's stand that "it is not the severity of punishment that deters the commission of crime but the certainty of arrest, prosecution and conviction."
